As you found out using the Premiere Elements 8 tryout, the File Menu/Export is now for Title export only. The options there that were found in earlier versions have been consolidated into Share with new categories.

See Share/Personal Computer/AVI
If you select the AVI with a preset of Microsoft AVI, click on the Advance Button followed by the Video Tab, look in the list of Video Codecs, you will find DivX (ONLY IF YOU HAVE INSTALLED THAT CODEC, Premiere Elements does not come with that codec.) The export that you will get will have DivX compression with an AVI wrapper indicative of the .avi file extension.

I am not sure what you meant about "mp4"...did you mean file extension or compression type. To get an export with a .mp4 file extension, one way would be Share/Mobile Phones and Players/Apple iPod and iPhone and, under its Advance Button, the video codec would be Main Concept H.264 Video.

Please check out the threads here, accessed via browsing and/or the Search function. The following is a link to my initial look at Premiere Elements 8 when it was released:

There is a section on Exports.

Please let me know if you have any further questions.
