One possibility is Matt K's Using Layers in Photoshop Elements 4 which is offered at Kelby Training. It was produced for PSE 4 but most of the information would still be relevant to more recent versions. You can sign up for a month of training for $19.99 and cancel after that time if you don't want to continue. Likely you'll find more than the one class that you want to take (two other courses there are designed for PSE)

Another thing you may try is Matt K's book on layers. It is titled "Layers". Now it is mostly geared towards Photoshop, but many of its basics apply to Elements as well. I am currently in the middle of reading it and I am enjoying it.
