Can Elements 6/7 Edit PSD Files?

I shoot in RAW and would like to edit the images as PSD 16 bit files in PS Elements 6 or 7. My earlier version of Elements (4) could not edit in 16 bit. Kindly advise if that has changed? Better to use Adobe Lightroom and CS?
