Moiré effect or watered effect

Can some one explain how this happen and to correct it with PE5 if it is possible.

Not sure what you're trying to do - if it is to try and achieve the Moiré effect then take a look at This Post, if you are trying to get rid of it then maybe post a picture on Pixentral for us to see and help you....

And HERE are Diana's helpful instructions for posting an image in a thread using Pixentral.

there are all kinds of reasons that it happens - it's a pattern that shows up in scans, or even in photos of straight lines on buildings.
To get rid - you might want to check out this:
