Should be able to schedule automatic backups
You should be able to schedule backups in PSE3 to run at a specific time (middle of the night). You could use Windows scheduler to do this if you could call PSE3 with some command line parameters to immediately trigger a backup and to determine the details of that backup job.
If you can't schedule backups it relies on the user to 'remember' to do it and we all know how easy these maintenance jobs are to forget. Can you do this in PSE4? Again, I would upgrade for this feature.
