DeviceConnect.exe - taking up CPU

I installed PSE3 a day ago and since then my whole system is bogged down. I ran Task Manager and found I'm at 100% CPU with PhotoshopElementsDeviceConnect.exe using 98%. - that is without even running PSE. Anybody know what's going on?

Just a hunch, but based on an error problem I encountered:

Go to the CONTROL PANEL
(switch to Classic View if Category View Displayed)
Select ADMINISTRATIVE TOOLS
Select SERVICES
Select PHOTOSHOP ELEMENTS DEVICE CONNECT
Change the Startup mode to MANUAL

Thanks, that did it! I haven't tried connect a device yet so I'm not sure how that will work. But at least I can function normally until that time. Thanks again.
