minature city effect
Some where there is a tutorial to create a minature look of an image and for the life of me I can't remember where I have seen it. Can someone please point me in the right way to find this tut.

Do a search for 'tilt and shift miniature'...there are loads of different ideas out there

Look at Guided Edit...
and then the Lens Effects>Depth of Field action. Looks like it could be used in much the same way and very easily.
Just saw you are in PSE 8 and I'm not sure this is available in 8. I am using PSE 10.
