Bill, a search of restoring old photos brings up many links.

Bill:
If you subscribe to the PhotoshopElementsUser website, in the subscriber section, Videos, Mike Rodriguez has a 4 part video (August 2007) "Restoration Station". I've learned a lot from it. Also, in Videos, Matt Kloskowski has a video "Restore Torn Photos" (April 2009) Hope this will help.
