It is supported with PSE 13 updated to ACR 8.7 but not older versions of PSE. Alternatively you can use the free DNG 8.7 converter to convert to DNG which would then open in PSE 11.

Full Photoshop comes with some extra gradient presets which include the neutral density gradients. It would be easy enough to make them in PSE though - they are just black to transparent gradients...
