Lightroom would run in reduced functionality mode when it should not.

I wondered what reduced functionality mode was but I'm guessing it's what happens...

Actually neither is the case. Elements works on images in RAM so the only time that Elements accesses the external drive is when loading the image initially or when saving the edited image so there...

Not sure where you've seen this - I'm not aware of something like that showing up in Lightroom . You can see if an image has had develop settings and you can filter for images that haven't had...

I've been bitten by that a few times - where you click, on the thumbnail or the border sometimes makes a big difference for selecting and dragging but I think you always have to drag the thumbnails...
