How would you make the graphic at the top at the site www.seawolves.com ?

It can be done in PSE or PSCS2, but I would create it in Illustrator or Corel Painter and get a better, more scalable result.

EDIT: I'm assuming you mean the pirate dog logo and not the picture.

If you mean the blending of images, there's a tutorial in the subscriber section, using a Mask to blend two pictures. If you're a subscriber, first check there. If not, let us know.
