All of a sudden, I have noticed what I think was a previously WORKING help, and tuitorial button funcion, not work at all. I click on them and Nothing happens, Then the help button with show up with a question mark next to it. I went to the disk, re-installed. Still does not access this file. THen I looked at the disk, I can't see that there is a photoshopelementshelp.exe.icon there. Any ideas?

Hmmm... I'll take a stab in the dark because something similar happened to me this week. Whenever I went to help, nothing happened. I'm using windows and I did notice that a small help icon did appear in the taskbar at the bottom but the window never launched. I kept clicking on that button in the taskbar and still nothing. Then I right clicked on the button and chose Maximize and the window opened for me.
Like I said, its a stab in the dark but I thought I would mention it. Good luck.

You could try deleting the preferences file...

Hold down the CTRL, ALT and SHIFT keys together (Mac Users Apple, Alt and Shift) and then click on the Elements start up icon.

Keep holding these keys until a windows comes up asking if you want to delete Settings, select Yes.

We got it fixed! In the Adobe help section online, they had instructions..well the one where we re-installed preferences did the trip. As usual I have no idea why my program, which USE to work, suddenly changed on me!

I'd say it's a bug in PSE3. It did the same thing to me a couple of days ago. After a few of system restarts, it started working correctly.

All versions of Photoshop are prone to corruption in the pref file ... so when something strange happens deleting it is the first thing to try.

I guess that because it is prone to corruption Adobe created a shortcut to delete it :)
