Is it true that if I have photo shop that there is alot of similar tools and what is some of the basic things that i can start practing on?

In my opinion the best place to start would be the introductory videos and tutorials on this site. Go to the home page and work through them one at a time.

I reviewed some of them the other day and learned even more the second time around. :)

If you're a beginner, you might be better sticking with Photoshop Elements rather than Photoshop. Photoshop Elements has some tools specifically designed for hobbyist (Quick Fix, for example), tools which don' t exist in Photoshop CS.

Also, the cost of Photoshop CS is way higher than Photoshop Elements.
