When I go to "Save As", it does not give me a normal JPEG option, only JPEG 2000.
What is the advantage or disadvantage to JPEG 2000? And how can I save as JPEG?

What version of Elements do you have? You'll find this under File / Save As / Format... (it's a drop down list under the list of files)
Here's a very brief article on JPEG2000 :

It should help understand what is the thinking behind the JPEG2000 format.

When i first loaded the software and had a quick play, i seem to remember having the same issue - only being offered save in JPEG2000 and not standard JPEG.
From memory, i think it was because the data was 16 bit. If it is 'downsampled' to 8 bit then i think JPEG will re-appear. This 'downsampling' is available in the PSE4 menus, i just dont have it on this computer to point you to the correct menu location.

For downgrading an image to 8 bits :
Image / Mode / 8 bits...
