Monitor Panel Repositioning

I am attempting to manually reposition a still in the monitor panel, but when I click on it I get the hand to grab it but it will not move it. The odd thing is it did it earlier today but when I restarted the program it seems to have stopped working as it was. I know it must be something I did but I sure can not figure it out..

Make sure the CTI is directly over the image you are trying to move. Check out the tutorials at http://www.chuckengels.com they will help.
