emailing video footage

I am a premiere elements 2.0 user....When I go to email video, the quality is very poor. I get the chance to choose the 'quality' and I chose the broadband quality...still blurry.

I receive e-mails of video footage that is very clear...is it possible with my panasonic dv, and premiere elements 2?

I have just started to look into this topic and am reading and experimenting.

For now, questions, rather than answers:
(1) What is the size and format of these video files being sent and received?
(2) What is the sender using to create and send this very clear video footage that you are receiving and what program are you using to view it?

I am just trying to send snippits of videos ...not even minutes worth. Some approx 10 MB.

The clear video was just a 'circular' email. was a wmv file...1.53 MB it said. I opened and viewed it in microsoft media player.
