Help with a template

I created a template. My layers palette is below. I am confused about how to put a picture under it. Do I need to start over or is there a way I can put a picture behind the template. I have tried to create a layer above Layer 1 and attach a picture, but I can't figure out how to do that. Please help if someone knows what I should do next.

Julia have the picture you want to put in active go select - all then edit-copy. Now go back to your template file have the botton layer active then go edit-paste . If the picture isn't right above the bottom layer you dan drag the layer in the layers pallette down or you can go to layer-arrange -send backward/forward until it is in the right place. Thank you so much for the advice. As you can see below, it turned out great! It wasn't my favorite picture, but I thought it would do fine to try out the template. I'll have to look up the others I've taken and choose a better one.
