I need to know if the shadows and highlights can be adjusted to make this look better?

Hmmm, dappled shade -- Shadows and Highlights might help some but you'll probably have some dappled effect anyway.
I've started using my flash for most of my pictures -- it helps get rid of such effects.

I never thought of that one :)
I only use a flash when the sun is behind the subject (fill flash, if that's what it's called) Never stopped to consider that is would also work for these kind of effects.....thanks for that tip Will ;)

Depending on just what you want to achieve you probably can improve this photo by selecting parts, then using the shadows highlights tools to make the changes in just the selected areas. I think the mottled shade in the background is OK, but the person in the foreground should have some of this lightened. Unfortunately there are some totally "blown out" areas in the blue jacket, probably as a result of the camera metering on the wall, not the subject. And I do not know how to correct this, and doubt that it is possible other than painting over these areas with a similar color to the lighter portions of the jacket.

I tried using a "contrast mask" technique on it.
Duplicate the Background. On the duplicate layer, Remove Color (CTRL-ALT-U), Invert (CTRL-I), and set the blend mode to Overlay, then apply a degree of Gaussian Blur. Use you judgement on the amount, but it will not require a whole lot to even out the effect a bit.
This does not remove the dappling, but it does even things out a bit.
