Help with a banner

I am having another one of those frustrating moments. I understand the whole concept of layer masks and all but whenever I try to do something on my own it never works.

http://www.preteristsite.com/images/baby.jpg is a jpeg of a banner that I have saved as a psd file on my computer.

I tried everything that I know... I want to make the image of the baby in an oval with blurred edges into the blue. How would I do that?

It is sooo frustrating to not be able to get things that seem so simple to work in tutorials on one's own
