Plugin Compatibility in Elements

Hi All,

I am a total newby to Photoshop. I'm interested in being able to do dramatic digital manipulations to digital photos for artistic effects. Is Elements a good platform for third party plugins? Are all Photoshop plugins compatible with Elements? If not what will I be missing out plugin-wise that is available on the full blown Photoshop CS?
