Ah I think it may be different on my system as I am using a Mac ...

... but hopefully one of the windows users will be able to answer this for you :)

Which version of Photoshop Elements for Windows?

Elements 1 & 2 the contact sheet option can be found from file>Automate.

Elements 3 & 4 the option can be found within Organizer>File>Print.
