I have Elements 3.0 and recently installed Elements 2.0 for comparison. The Elements 2.0 came as bundled software with my Wacom Graphire 3 Pen/Tablet.
I did not notice any slow performance. The software performed well.
My best suggestion is to evaluate first your computer system and system requirements listed for Elements 2.0. I am guessing now...you may have too many programs running in the background at the same time..maybe have a memory problem...
Are you getting any error messages? Is the problem only when you are performing a specific task? Have you done any reinstalling? Is this just a recent problem or has it always existed?
Others will probably be along shortly with suggestions...a lot of the senior people seem to use a resetting (rather than reinstalling) approach to troubleshooting...let us see...

No, I'm not getting any error messages. Everytime I open the program (since installation) and as soon as I start editing photos, the program gets slow with every move. I turn off all programs before working with elements after discovering the slowness, but still no improvement. I had downloaded the free tryout for 30 days and that worked perfectly until I bought the program and installed it. I have re-installed it three times and reset once.
I was thinking maybe it was my system, but how come it wasn't slow when I had the 30 day free tryout? There may be a memory problem anyway. I have Premier Elements 4.0 as well and the playback on it is quite jumpy - sometimes so jumpy that the monitor freezes while the marker (not sure what the proper name is for it) on the timeline area is moving. Might this be something completely different?
I'm supposed to have a top of the line computer, but I have discovered a faulty part on it (DVD burner - I'm hoping the parts are not all faulty). 200 GB memory and .99 GB RAM.

My computer hs been getting very slow ever since I installed my tablet and pen and upgraded to PSE 4. I have done various things to speed things up, and it is better, ironically especially closing down the editor (don't ask) AND I know what needs to be done, my computer is about 4 years old, BUT as usual money means things can't be done as soon as I would like. Doesn't help when my 40 GB card reader decides to blow up and postively cease to work anymore.....

You might consider checking your computer's "virtual memory" as per Kim Kommando's suggestion below.
Virtual memory is designed to complement the computer's physical memory. It creates a paging file, or swap file, on your hard drive. As programs request memory, and RAM overflows,Windows moves data to the hard drive. But there's a downside: Hard drives are relatively slow, so programs won't respond as quickly. That's why having a lot of RAM is beneficial. However, you can set virtual memory yourself. Generally, you will want to set the minimum size to 1.5 times your physical memory. You can also specify a maximum size. Set the maximum size to the same size as the minimum. This will help speed things up. If you get warnings, enlarge both minimum and maximum. To change the size of your paging file, click Start and right-click My Computer. Click Properties and select the Advanced tab. Under Performance, click Settings. Open the Advanced tab. Under Virtual memory, click Change. Now, select the C: drive. Click Custom size and enter the minimum and maximum sizes. Click Set and OK. Click OK on the other open dialog boxes.

When I was using a slower machine I found it best to only have Elements open and make sure that nothing else was running :)
