i'm not clear on how the track matte key works... what kind of effect does that create?

I just started looking beyond Elements to Premiere Elements, so I do not know how good an answer this is, but...
Maybe, best if I start with what I found could be done with Track Matte Key:
(1) Titles rolling by a highlighted video frame
(2) Blurring out face of someone who you do not want identified
(3) Inserting moving video inside text or shape
(4) others unexplored
The most basic description that I have seen for Track Matte key is requiring two layers, one layer acting as cookie cutter, the other layer acting as the filler.
So far the Internet is my search target. Here is one of the finds:

(though for kids, it was helpful)
I will probably have a lot of questions myself when I get further into this phase.

I don't know if you have realised but there is a sub forum for Premier Elements queries. I think that quite a few of the people there possibly don't always look in the other sub forums so it may be worth posting the question in there too :)

Thanks, guys! I tried looking up track matte key in the help topic, but it doesn't give me much - I like the topics with pictures cuz they describe how to do something best.
