I have some questions:
Are you getting this error while using Elements or Premiere Elements? (What version?) I never used Premiere Elements.
If Premiere Elements, did you know that there is a separate category on this web site for Premiere Elements?
Next, if Elements (3.0), after making Slideshow are you selecting File/Burn with your wmv file prepared there OR are you selecting File/Output as WMV as a separate pre-burn step before the Burn/Backup dialog box?
I am not sure if I can help, but recently I have had to resolve some issues regarding Slideshow burning with my Elements 3.0, Windows XP Pro.

I am using Photshop Elements 4.0.

Since I have 3.0 and not 4.0, I have not had hands on experiences with the 4.0 Slideshow. I need to try out 4.0 to see what happens.
I did go to the adobe.com web site, Support Knowledgebase and did find the following (not sure if this is meant to apply to 3.0 as well as 4.0):
"To create WMV files from Photoshop Elements slideshows:
1. Right click a slideshow in the Photoshop Elements Organizer, and then choose Output As WMV from the pop-up men.
2. Enter a name for the file.
3. Select Change WMV Output Quality in the Output Quality Warning dialog box.
4. If you are creating a WMV file for a video CD, choose the VCD NTSC Output profile from the drop-down menu."
What works for me in 3.0 is going the Output as WMV route but with different path than what is described above.
If you are doing all that, then I will have to pass on an explanation for now.

Not an answer, but just a confirmation that I get this same error use Adobe Photoshop Elements 4.0, doing nothing more complex than trying to output the slideshow to a wmv file on the file system. I've tried simplifying the path and filename in case that is the problem, without any luck. :(

jallenhill,
Unfortunately, no further responses have come in for this Thread.
It was several months since there was activity on this Thread, and it would be nice if an outcome report had been posted by the person who wrote the Thread.
Be that as it may, the only things that I can think of to explore, if you have not already, are:
(1) What is the CPU and are you also using Windows XP Professional? Did you recheck system requirements, virtual memory, etc.?
(2) Is there anything in your slideshow (file type, settings in general) that is contributing to the wmv writing failures? Have you varied the slideshow content to force it to work as expected?
(3) I think you said that you have, but double checking your creation procedure never hurts.
You could also check out the problems/solutions in the Photoshop Elements User to User Forums at http://www.adobe.com to see if you find anything helpful. I did a quick check over there and did not find a quick answer.

jallenhill,
The titles sound related. I just hope the solution is too.
I found some topics at the Photoshop Elements User to User Forum at http://www.adobe.com that you may want to took into:
WIN cannot produce wmv from slideshow, topic started September 2, 2006
http://www.adobeforums.com/cgi-bin/webx/.3bc1857d
PSE4-An unknown error 1072886843 occurred while writing a WMV video, topic started August 19, 2006 and referenced in above topic.

Sometimes these links do not open. If that is the case, you may have to register (no charge) at the Adobe site to view them.
Basis for solution seemed to be a Repair Install. A File/Catalog/Recover did not appear to work.
Hope this gives you a good lead.

Unfortunately not a solution either but error code "214767259" is a Microsoft one related to the Access database (Organizer uses an Access database). According to MS it can be due to a timing issue and "Variations in CPU speeds, program timing, and operating systems may cause this behavior to occur on some computers, but not others."
