Snap to Grid not turning off???

I seem to have a problem with the Snap to Grid feature when moving a layer object around with the mouse. For example, on one layer I have a group photo and on another layer I have a replacement head I want to position on a body in the first layer.

Even with Snap to Grid turned OFF, sometimes the object will snap to grid as I move it with the mouse - but if I use the arrow keys it moves smoothly. However, this doesn't always happen when I first start moving objects, so I can't reproduce the condition every time.

Has anyone had this problem? Or am I doing something wrong?

after selecting the move tool you will also see a little move tool icon just above in task bar...try clicking on that and click 'reset tool'.

Thanks Jodi, I'll try that next time it happens. As I said before it's a very intermittent problem, so I wonder if there's some sort of memory problem. It seems to work fine if I reboot the PC.
