HELP - Photoshop Raw Options Dialog Box

It's been ages since I have worked with Elements but hope to get back into the swing of things. I currently am operating on Windows Vista 64. I remember ages ago we could open up jpeg files into the camera raw dialog box. I am now using PSE 7 and when I try to Open As a file for the camera raw box to appear I receive a Photoshop Raw Options dialog box. What the heck is this :confused: and do I really need to fill out the boxes as I have no idea of what it is asking for.

When you select Open As, use the drop down menu to choose Camera Raw, not Photoshop Raw.
