I am putting several different photos onto a 12x18 canvas and want to create a template to drag and drop the photos. What is the best way to do this?
Any suggestions on creating holiday card templates/tutorials ect.?

Hi KBeladi... welcome to Elements Village.
I don't know that you need a template to make a collage. You can make a blank canvase to add your photos to... From the menu: File > New > Blank File - make it the size you need. It helps to make the ppi resolution the same as the photos you'll be using.... 250 to 300 ppi is good if you're going to have it printed.
Open the photos you wish to add. With a photo in the workspace, press Ctrl-A to select, then Ctrl-C to copy. Then make your blank canvas active in the workspace, and press Ctrl-V to paste. Use the Move tool to position the photo where you want it. If it needs resizing, point to one corner and drag inward or outward to reduce or enlarge. Repeat for the other photos.

I generally make a collage utilizing the method posted by Diana.
There are some free downloads available, as on this site:

Via Google you can obtain many hits.

KBeladi, if you wish to work with a template then follow these instructions:
1. On the 12 x 18 canvas create various shapes and sizes using the marquee tools and stroke them with a 1 or 2 pixel rule. Put each shape on its own layer and name it. Adjust their size and position to your liking.
You can create your borders before adding the shapes.
2. When done and you are happy with their position and sizes, open the photos you wish to drag and/or paste.
3. Select each photo and do a copy.
4. Then go to the shape & position you want the photo to be in, and click inside with the magic wand and do a paste into (you can also drag the photo into the shape).
5. This will place the photo inside the shape you chose.
6. Adjust the size and position if necessary and go onto the next.
