Fill Stroke not seeming to work

I am just learning layers and used a template I created, clipped the photos to the boxes, used the text tool and brushes for names and pawprints. I would have liked to have outlined each of the boxes and tried using fill stroke but never got anything. Is it possible to frame each template box somehow?

In order to stroke something, you must first have a selection (the "marching ants"). If your template consists of black or gray boxes, try using the magic wand to click on the box to get a selection from it. Then create a blank layer above the template and from the menu: Edit > Stroke (Outline) Selection. If you can't get a selection any other way, try using the Rectangular Marquee to draw out a selection in the shape you need before stroking.
