Hello and welcome to the Forums, Lorena!
The first things I'd do, in this order:
- Reboot
- Temporary disable anti-spyware, anti-malware, anti-virus, firewall
- Run Photoshop Elements and see if it works fine.

Lorena,
Ok... let's see if we can sort this...
You probably need to remove PSE completely from your system. The Windows uninstall program won't remove all the PSE system files. Also, some temporary files may remain that the install program can't overwrite. So you will need to remove all of these. Also, when you reinstall the software make sure that you disable all anti-virus and spyware programs. These may prevent PSE from installing properly.
Then follow these instructions...
To remove the system files, before running the Windows Add / Remove Programs routine, move all of the files you have added to PSE yourself, including images and plug-ins to location outside of PSE.
Then run the Windows Add / Remove Programs routine.
Check whether Windows removed the PSE folder at C:\Program Files\Adobe\Photoshop Elements 3.0 / 4.0. If the folder is still there delete it manually.
Restart Windows and then clean your PC of all temporary files. If you don't have a program that does this then go to Start > Search > Files and Folders. In the "All or part of file name" window type *.tmp. Then click on More Advanced Options and check the boxes next to "Search system folders", "Search hidden folders and files" and "Search sub-folders". Hit the Search button. When the search is finished, go to Edit > Select All and then delete the files. Close the Search window.
Go to the Recycle Bin and empty it of all files.
Go to the folder C:\Documents and Settings\[Owner or User]\Local Settings\Temp. Delete any of the following folders and files you find there:i.. Folders - _istmp [x] .dir
ii.. Files:
_ins [x]._mp
_inst32i.ex_
_inz [x] ._mp
_isdel.exe
_istmp [x] .dir
_setup.dll
_setup.lib
_wutl [x] .dll
~ins [x] .~mp
where " [x] " is any number
.. and finally reboot the PC... then reinstall the software.
Let us know how you get on..
By the way, which Firewall are you using..?

Lorena,
So you followed the instructions to completely remove PSE, disabled your antivirus software and then reinstalled - and it didn't work..?
What happened then after you had reinstalled and tried to open Organizer? Did you get the same error message?

Hi Lorena,
Oh... sorry that the suggestions didn't work...:( it sounds like more of a Windows problem then. Are you running any of the Office applications? Other than checking that you have the latest updates for Office and Windows I'm not sure what to suggest next.
If you search this problem on Google it brings up all sorts of causes and suggestions for different situations - beyond what we have done already there aren't any clear solutions.
Sorry I can't help more...:o :( maybe someone who has a deeper understanding of Windows can assist.

I am having the same problem as Lorena. I was using PSE3. Because of the version set issues (mostly), I decided to upgrade to PSE4. I bought it yesterday. I ran the windows unistaller for PSE3. Then, I used Norton's clean sweep, rebooted, and installed PSE4. When I tried to open the organizer, I got the exact same message that leads this post. I uninstalled it(PSE4), using windows unistaller, again. I then tried to manaully find anything related to either versions, and manually delete them: catalog, catalog files...etc. I then reinstalled PSE4 again. The organizer appeared to load and asked me to create a new catalog. I was temporarily filled with glee, as I figured that the windows installer did not delete all of PSE3, and that I manually did it. Well, PSE4 asked me to creat a new catalog, and I pointed the browser to a file of jpg's. It started to put them in the catalog, when the runtime error appeared again. I now have an organizer with jpg's loaded and a runtime error. I am using XPHome service pack 2 ~ P4, 1GB of memory, Norton firewall. In researching this post, I did not go through my temp files and delete anything.
Lorena, you might want to go through all the users documents and settings>adobe> files, and delete (after uninstalling the software) anything referring to photoshop elements ~ for all users ~ as I found photoshop elements folers with those users too. It was at this time when I reinstalled PSE4 that I was able to get a little further in the organizer.
I now have a hard copy of Mikes instructions (concerning the *tmp files) and will go through them to see if it works. I do have a couple of plug ins that I downloaded from this site, and installed into PSE3. I don't remember if deleted them or not though.
I mostly write this to let Lorena know that she is not alone. I am having trouble too. I however am on dial up at home. I live too far out for DSL, yet. So, I search for solutions (dowloades) at the office, and take them home with me. So, I won't have any more to post until I go through the steps listed earlier in this post ~ tonite when I get home.
If anyone has any other words of advice or experience with this, I sure would appreciate more direction! I adore PSE ~ and want to continue to use it. PSE4 was pricey and I was really excited about using it. I only moved to PSE4 to get away from the problem organizer(version set issues) in PSE3. Irony...um...
Thanks for your time and attention!!!
Tina

Have you got XP? I'd suggest doing a system restore. Try restoring it back to the original configuration BEFORE this occured. It's easy to do!

I am having the same problem and have tried all the suggestions in this discussion but still get the same error. The one that seemed to work for the others - deleting c:\documents and settings\[username]\application data\adobe\online serives - I am unable to locate this file on my computer so I can't delete it. I have installed and unistalled numerous times but it is not working. I tried disabling the security software and installing as well and that didn't work. I am so frustrated. Any other suggestions?
How do you do a system resotre as suggested above. That I have not tried.

I will try. I am not real computer literate. My computer is a toshiba laptop. It has a pentium 4 processor 2.80GHz and runs windows XP. I am not sure if that tells you all the information you need. Let me know if you need something else. I really appreciate any help you can give me.

doing an XP quick restore is simple.
Click on start
click on control panel
click on performance and maintenance
Towards the top of that screen on the left there will be a link to system restore. Click that and follow the prompts. It will ask you what day you would like to restore back to, choose a day to restore back to that you know was BEFORE the problem occured.
