Overlay from a picture

I have this great picture but want to use it as an overlay over a picture..How is the best way to do this...

Open picture #1
Open picture #2
For picture #2, go to Select>all, Edit>copy
Go back to picture #1, go to Edit>paste
Picture #2 will be on its own layer. You can position it with the move tool, and change its size with the corner handles by dragging towards the center, holding down the shift key while you do this
Reduce the opacity of the layer with picture #2.

once you have added your image above, try changing the blend mode to overlay and then try softlight.
See if you like those effects. That is my favorite way. :D
