Okay so I've been searching all over the internet and no site seems capable of telling me how to line art. I want to be able to get the sketches I make to look more professional with smooth lines. So can any one help me by telling me how, or if its even possible on the Elements?

Final use of your sketches should determine the best method for creating your sketches (viewing on internet or printed on paper).

You can achieve fairly smooth sketches in Elements by creating them in a high resolution. However, curved lines will have a slightly ragged edge and all the lines will have a certain amount of softness along the edges. This would be up to you whether they are acceptable. For best results draw at 1200 dpi at 100%. Most people would find it difficult to see the less than crisp lines.

For the following you will need the full photoshop or any other program that supports CMYK.
In the commercial world line sketches are done with a vector program like Adobe Illustrator,
or, drawn in pen and ink, and scanned in line.
These line sketches can be imported into Photoshop where the color is applied.
The black line sketch is kept on it's own layer so it will remain a solid black line and not a slightly soft black made up of RGB, which has a softness to it.

After coloring is completed the black line sketch is printed over the color image so that it remains crisp and sharp.

If you intend to print your sketches I would suggest you draw your sketches and scan them. Vector imaging has a rather steep learning curve.
