Preference changes switch back after restart-WHY?

Hello!
In my current class I have one student's computer that will not keep the preferences we've changed (font preview size, scroll with zoom wheel, etc.) after she restarts her computer. I'm thinking it must be some kind of Windows setting.
Any ideas?

Suggest that you reset the type tool and the zoom tool individually. If that does not fix it, try pressing Ctrl+Alt+Shift while launching the app and you get a dialog for resetting preferences. You do. Timing for pressing the 3 keyboard keys is critical.

Thanks for the idea but that doesn't work.

The same student also does not have her rulers showing after she shuts down either while the rest of the class has their rulers showing after turning them on.

I always seem to have one computer out of 12 in my classes that does this but I can't seem to figure this out.
