PSE7 Scroll Bars Mostly Not Working

I have run into several examples of this problem in the PSE7 Organizer and Editor. For example, in the Editor when there are scroll bars on the photo you are editing, clicking and dragging on the scroll bar thumb or clicking the up and down arrows DOES NOTHING depending on what tool is selected. Clicking in the space above or below the thumb seems to work regardless of which tool is selected. But that does not give enough control.

I find this to be amazingly annoying.
Are others seeing this behavior?

In PSE5 the scroll bars work no matter which tools are selected in the editor.

Also in the Editor, I typically have in the bin on the right, effects, layers and edit history. I can not get the effects scroll bars to work except by clicking the in space above or below the thumb. The layers and edit history scroll bars work with some tools and not others. For example, no scroll bars work if the crop tool is selected.
This is getting more and more annoying!

I replied to your previous post about 'Focus' as well.

Yes I see this strange behaviour as do many other folks. Fonts and Print Space profile scroll bars also don't work correctly.

Just a new feature that wasn't in previous versions. For the Font and Print Space profiles you can use the up/down arrows to scroll through the list.

Not great QC on Adobes part. :(
