Hi,
I downloaded an elements trial but understand that I can get it free with certain hardware, like a scanner or camera. Would this be a fully functional version?

Yes, but a may not necessarily be the latest version (PSE7).

welcome to the forum :).
I'm in the UK and bought a Wacom Bamboo fun tablet (probably over a year ago now), at the time that came with PSE5, which was a full version, although it was after the release of PSE6 so the freebie wasn't the latest version. It made it a good deal even so.

You may even want to try looking around for good deals. I've read around here that Costco's offers Elements at around $50 or so.

If you are a "dual platform" household (mac and windows) keep in mind the software bundled with a Wacom tablet has bpth mac and pc versions. That can come in handy.

I concur with the Wacom idea. With the Bamboo Fun, or the Bamboo Craft, they currently package PSE6.
Many of us (me, for example) purchased PSE first, and then went out and got a tablet, only to end up with an extra copy of PSE.
