Create New Tag - missing subcategories

Prem Elem v 7 running on vista. I have been adding new subcategories for keyword tagging. After selecting the plus sign, a dialogue box pops up where you type in the keyword and select a subcategory. However, not all my subcategories are displayed and therefore can not be selected. They are there for selection when tagging clips, but not in the drop down list when adding new tags. Is this a known bug, could it have something to do with projects? Please help.

I am having the same issue with 5.0 - did you get any help? I am using Windows vista home premium.

A workaround: In the Organizer pane, right-click the desired subcategory and select Create New Keyword Tag in subcategory.
