I saw this article on NYTimes.com where the writer of the article suggested using Flickr photos to download, print, and frame as decorations. As you can imagine it created a lot of controversy.

Yup. Just looking at the replys to the article made me realize how important it to correctly size your photos when posting on the web.
Also, I wanted to get the EV members thoughts on this as well.

I agree with Wendy.
There are photo sites that offer images for sale. Depending on the terms and conditions of the purchase, the images may be printed, put in collages, etc., for the personal use of the purchaser. That would be a safe and legal way to approach the issue.

When I did sports photography, I accepted that people were going to d/l photos with or without my permission so I made it clear the photos were free for personal use. I also resized photos on my site to ~40KB. I loved the occasional comments such as, "Post bigger photos, my 8x10s look bad." The best was from a newspaper, "We sponsor XXX team. Please send us high res files so we can give prints at the awards ceremony." Doh! The times they are a changin'
