Paths available in PSE 7?

Is it possible to create clipping paths with PSE 7?

No you can't ...

Clipping paths are vector selections (like custom shapes) ... Elements can use these sort of vector selections but it can't create customised new ones.

There is, however, an addon from OnOneEssentials (http://www.ononesoftware.com) that comes with a pen tool :)

I believe a free trial edition can be downloaded if you log in. The program is generally much cheaper if purchased from other sources such as amazon.com.
