Visibility "eye"

I have read in several directions on how to do certain things and I always see click the visibilty "eye". I must be blind, since I have yet to figure out where the "eye" happens to be. Can someone please help me out!:confused:

Now I have done what I was striving for and I am taking baby steps. What I am working on is doing a frame around a photo. I downloaded some new brushes and now have something else to work on to make the original look better. after I have made the frame how do I make the solid background transparent?

I aded two of the beginning photos. All I did so far was add basic border around each one with double border and one with single. You can search for it under jenjodmon.
