On a number of occasions I've dragged a transition between two clips on the timeline where Elements won't let me position the transition between the clips, only at the end of one or the beginning of the other...not between. Any reason why that is happening?

Just some quick questions.
After you drag the transition to between the two clips on the Timeline and if you then click on the transition in the Timeline and look at Alignment in Properties Palette, is the Center at Cut option grayed out?
Are these trimmed (In/Out points) clips with which you are working?
Is there a tiny gap between the two clips?
Have you found this issue with a specific transition?

Most of the time they are trimmed clips. I do make sure there is no space between them. Mainly using the cross-dissolve transition. I'll check the properties and see if Center at Cut is greyed out later today when I get back to my other computer. I'll let you know about that.

Check out "Determine Alignment Options" in the following link and see if this trimmed/non trimmed clips could be at the core of your observations:

You can only move or stretch the transition based on the number of trimmed frames.
If you cannot move the transition where you want it, or can't stretch it as far as you would like to, then you need to trim more frames from one or both clips.

Yup, got it. Thanks. Went into edit transitions and made the adjustment from there.
