PSE 7 and No Help File

I have PSE 7 on a Vista machine. I have tried several time to use the HELP. I keep getting a message to re-install the program. I have re-installed twice but it does not help. Each time I did uninstall the program as well as deleting the subfolder. I still get the same message and can not use the help.

Does anyone have any suggestions as to what is wrong?

Not sure what is wrong but there is an excellent help section at http://www.adobe.com/support/ From here click on PSE and in the upper right hand corner is an on-line help link. Once opened, you can search for whatever you need. You can also download a pdf version to you computer if you want, which is also searchable. Print it out if you want, but there are several hundred pages. I find it best to use the on-line version.
