Details are important, so thanks for the details, may ask for some more later.
But, for now, read this recent thread:
http://www.elementsvillage.com/forums/showthread.php?p=454392
Basically
1. You are recording MPEG2 format to the camcorder's hard drive. The file has a file extension of .mod that Premiere Elements handles badly if at all.
2. Remedies after you copy/transfer/save your camcorder video to your computer hard drive:
a. try changing just the file extension from .mod to .mpg or .avi and then bringing that into Premiere Elements from its Get Media/Files & Folders
b. try converting the video saved to your computer hard drive to DV AVI, using a software such as MPEG Streamclip
http://www.squared5.com/
The native format of the Premiere Elements Time is DV AVI. AVI is a wrapper format, and the DV is the compression.
Check all this out and, if any further questions, please let me know.

Tony,
Add on...
We may need to talk about
a. what you are using for your Premiere Elements project preset
b. your computer resources, starting with operating system, installed and available RAM, total and free hard drive space, etc.
But, you may want to take a serious look at the MPEG Streamclip conversion of the .mod to DV AVI.

Sampling of some links for you to check out
MPEG2

MPEG4

DV/DV AVI

Xvid

3GP

In the case where you find yourself with a file with a file extension of .avi, that does not mean that it is DV AVI. That AVI is just a wrapper format that can contain different compression, example, DV AVI, MotionJPEG AVI, AVI MPEG4.... As I said, DV AVI is the native format of the Premiere Elements Timeline, and some non DV AVI video can be problem for Premiere Elements.
Also check out the Premiere Elements Supported Import/Export Formats list for your specific Premiere Elements version, in your case Premiere Elements 7:
http://kb2.adobe.com/cps/409/kb409040.html
Also, if you run into mention of Microsoft DV AVI type 1 and Microsoft DV AVI type 2, look at Microsoft DV type 2.

Please update us on your progress after you have time to read through those links. That was only a sampling.
I may be going to fast at this point, but I just started using a free program called gspot which is a great utility for figuring out video format/codec and other details for a video file.

Remember, start with mini projects before you attempt the grand projects.

Will this Gspot help decode other types of Formates that elements might not be able to understand???

Tony,
I am a little disenchanted with gspot at this moment.
We just went through a recent thread re: a MotionJPEG AVI file that had audio but no video when imported into Premiere Elements 3.0.2.
Since putting that MotionJPEG AVI through gspot resulted in a Status: Codec(s) are installed message, I put the approach of looking for the missing codec on the "back burner" so to speak.
A workaround was found which solved the problem, that was, converting the MotionJPEG AVI into DV AVI, using Windows Movie Maker, and then bringing the DV AVI version to the Premiere Elements Timeline.
But, there were reports brought forth by another that people over at the Adobe Forum highly recommended downloading and installing the LEAD codec (the missing codec approach) in the computer system for this specific type of a problem. It worked!!!!so that now the MotionJPEG AVI can be brought to the Premiere Elements Timeline without having to go through a conversion to DV AVI.
So, I am doing a serious rethinking of the credibility of gspot for occasions such as described. What is described in the gspot link made me feel that is was more reliable than it turned out to be in this case.
Gspot is just a utility that should be helping you definite your video file and help you find a missing codec (if there is one). If the codec is truly missing, then you have to search online for a suitable codec, download it, install in, and see if that works.
But, I am in process of rethinking this whole matter.
Did you have a specific codec related (playback) problem at this time or was this a general question?
To be continued....
