How to use Arrow Symbol within Elements?

How can I insert an arrow symbol within an image using Photoshop Elements version 4.0 for Mac?
I need to be able to rotate the arrow within the image so it points in the right direction.

YOu can also look in your shapes tool and find arrows there. Put them on their own layer and you can move and rotate very easily.
