Help with photo retouch

Hello,
I'm new here - but have some scrapping experience (6 month).
I've got some old photos (actually not very old) and the printing is fading.
Also the actual paper pixels are visible and disturbing.
I don't have the negative so I have to work withe the picture.
Maybe you can give me some advice of how to retouch this images.

I'd suggest straightening the horizon with the straighten tool, then fix the color cast imbalance with the Level command (adjusting one color at a time), and then would probably finish off with adjusting the contrast to reduce the "milky" look.
