how do i build a banner ad for a website ?

That's a pretty open-ended question, Calvin.

The most important thing you'll need to know is the size of the banner ad in pixels. That will be your end point, and you can either create a new file in Photoshop Elements at that specific size, or you can create a larger one at the same size ratio and resize it or crop it to your final pixel dimensions.

It really helps to know what pieces you'll want - text, images, buttons, etc. - and get them together inside Elements, building a layered document with each piece as you want it. Save that master document as a Photoshop (PSD) file, and only when you are done, flatten the image and save it as a JPG.

You'll want to save it in JPG or PNG format, most likely JPG, since it compresses smaller (taking less time to load).

It really is all about know what your final size is, and then building the banner to fit that size. If you have more specific questions, let us know.

The key thing to note here is SAVE AS. You never want to flatten your master psd. Chances are you are going to need to change a color, text, etc. and this is much easier to do if you saved the master file with all its layers intact.
