I downloaded a DVD template for Premiere, but when I tried to open it up it says it is invalid. What's up with this? It is a zip file. I really think there is a little man in my computer trying to confuse me even more and just laughing, laughing, laughing.

You are not alone. I have days like that too.
If that is a zipped folder that you got, did you right click the folder and then click on Extract All, following up as per the dialog box instructions?
It is possible that you got a "dud" download. Try the download again and see if the same thing happens.
BUT, first...when did you get the invalid message
a. when you tried to unzip the zipped folder
b. with the unzipped folder (did it have any content - KB, MB)
b. before or after you installed the DVD Menu template in the Premiere Elements DVD Template Folder in the Program Files?
What was the file name of the DVD Menu template that you downloaded? Was it described for any specific Premiere Elements version?
So, if you give me a run down on what you got, what you did with it, and when you got the invalid message, I will try to iron this out so that you can use the download.

This will show my large lack of computer knowledge, but I did not know to extract a zipped file. IT WORKED LIKE A CHARM.:)

That was the second great news that I received in the last 5 to 10 minutes.
I repeat, do not hesitate to ask questions. Not all that many years ago I did not know what a computer looked like, let alone how it and its software worked. It took a lot of work to get to the point where I am now....which is knowing that there is always so much more to learn for all of us.
