I am sorry to sound so dumb, but what do you use these for? I am making a swim team video and saw some really cool ones, but not sure what they are.

Independent of where you get them, SD Motion Backgrounds are backgrounds in motion in contrast to static background. They are backgrounds usually created in DV AVI or Quicktime format. The SD means that they are formatted for NTSC Standard 720 x 480 video or PAL 720 x 756 video.

They be imported to the Premiere Elements Timeline and can be used as a motion background for text or photos. Or, you could use them in DVD Menu Templates to replace the original static or motion background that Adobe designed (Create Menus/Video Background Property/Browse to the SD Motion Background saved to your computer hard drive)

There are several online sites offering them at varied cost.

I saw some really cool one for swimming at Chuck Engles sight, but once again like the spin blur it looks like it would cost me another $50. or so. I am just trying to decide if it is worth it. They also had a swimming DVD template I would love to use. This is the first time I have tried to undertake this kind of project, obviously, so I am not sure how often I will need this kind of thing. Thanks again, and again!!!!

You could explore and experiment with the existing effects and see if you could mix a few to get that certain effect.

There is a complimentary section at many of the sites, but the interesting ones usually come with a fee attached or a "get more by subscribing" attached.

Premiere Elements 7 comes with a free Photoshop.com membership which offers tutorials, etc. However, it is so frustrating to find a tutorial at that site or an effect within Photoshop Elements 7 Effects and get hit with "available for Photoshop.com Plus members only". And, the Photoshop.com Plus is not free.
