I am an elements newbie and need some help...I'm trying to take a picture and bleed it down to be a background for some text that I want to put over it. How do I go about doing this?

Hi Sptsguy7... welcome to Elements Village.
To lower the opacity on your background layer, first you'll need to change it from a background layer to a regular layer.
In the layers palette, press Alt and double click on the background layer... it will become Layer 0.
Create a blank layer beneath Layer 0 by Ctrl-clicking on the Create New Layer icon at the top of the layers palette.
Fill the new layer with white... from the menu: Edit > Fill Layer.. Use: White
Now you can lower the opacity of your Layer 0 to your liking and add your text.
