I have captured video from Canon Vixia HV30. Viewing the project on my PC shows audio and video are synchronized.
After burning disk, audio leads video noticeably.

Thanks for posting your question here.
First, what recording mode are you using in the Canon Vixia HV30...SD or HDV? Because of the nature of your issue, I am assuming HDV.
Next, how are you capturing the Canon HDV video into Premiere Elements? (please refresh my memory on what version of Premiere Elements that you are using). I am assuming camcorder firewire capture Premiere Elements. How are you splitting the scenes (with Premiere Elements and HDV, scene detect is by content, not timecode).
Bottom line: typically there are problems with the HDV capture.

Check out NBK's thread which is essentially a no capture situation, rather than an audio out of sync issue.
Be that as it may, the remedy for your situation is likely to use HDVSplit for the capture and then bring in the video clips into Premiere Elements via Get Media Files & Folders. Before you make a commitment, try out the free HDVSplit and see how that scenario works for you.

Please update us on your progress. Also, please indicate if
a. this is your first experience with HDV video capture in Premiere Elements
or
b. whether this worked before and is no longer working
Thanks.

ATR - thank you for your prompt response.
Recording HDV on Vixia HV30.
Premiere Elements 7.0.
Firewire capture.
Premier splits the scenes, I assume by content.
This is my first experience.
The video plays on my PC (XP, Intel Pentium III Xeon running at 3 GHz, 4 MB of RAM) without the video lagging the audio.
When I burn the disk, the disk exhibits video lagging the audio.

Are the results the same if you play the DVD on the computer or on a DVD Player connected to your TV? Are you burning HDV to a Blu Ray disc or SD to a standard DVD?

Tilo,
More questions....
The video plays on my PC (XP, Intel Pentium III Xeon running at 3 GHz, 4 MB of RAM) without the video lagging the audio.
When I burn the disk, the disk exhibits video lagging the audio.
When you say that the "video plays on the PC", do you mean
a. the playback of the Premiere Elements 7 Timeline before going to Burn to Disc (viewing in the Monitor of the Edit Mode).
or
b. playback of the video file that was saved to the hard drive? If so, what player, Window Media Player or other?
When you are in Create Menus (before you get to Share), if you click on the Preview button there, is the video audio out of sync in the playback?
Also, what project preset did you set for Premiere Elements project before you began the capture process? I would also ask what Share route did you follow, and please define the disc (DVD 4.7 GB/120 min; 8.5 GB/240 min; BluRay) to which the video was encoded and burned.
I would still like to you do a mini run in which you capture in HDVSplit, bring the video that was saved to your computer hard drive into Premiere Elements 7 via Get Media/Files & Folders, and then burn to disc and see what happens to the out of sync problem. For now, I am assuming that you are using the Share/Disc/Burn to DVD-VIDEO using a DVD disc (4.7 GB/120 min).
I will be watching for your progress.

Video plays with audio in sync on PC using Premiere Elements 7 timeline.
Using Create Menus Preview audio is in sync.
Presets before capture: HDV camera, save to scratch disk, capture to timeline, split scenes by content, smart tagging - analyze all. Hard drive shows 390 GB remaining.
Share route: burn to disk, burner location: HL-DT-ST DVD +-RW GS (detected by the software), NTSC_Widescreen_Dolby_DVD, fit contents to available space.
Yes, I'm using DVD 4.7 GB/120 min disk.

The Internet is loaded with reports of out of sync audio that is obtained in the DVD burn end product, but not seen in the DVD authoring programs which include Premiere Elements.
All sorts of troubleshooting is suggested. One is an attempt at extracting the audio and using the copy instead of the original. Problems often have been traced back to Capture and/or camcorder settings. Since HDV Capture is known for its capturing problems with Premiere Elements, I would try:
1. capturing your HDV with HDVSplit, bringing the clips into Premiere Elements via Get Media/Files & Folders, and burn your Timeline content to DVD-VIDEO and see if that remedies the DVD-VIDEO out of sync issue for you.
2. also, was this the only HDV footage that you have recorded?...do you have other recordings that are doing the same thing?...if this is your one and only HDV capture, try it again with a careful eye to the camcorder settings for video and audio.
Please let me know what you think and what you decide.
As always, I will be watching for your progress.

Similar issues have been found when hard drives are highly fragmented. When was the last time you defragmented your hard drives? This is not a common occurrence with Premiere Elements when footage is captured over Firewire from a DV Tape camcorder.
And again I ask, are you playing the DVD on your computer, on a DVD Player connected to a TV, or both?

One more question. Are you downconverting to SD in the camera on capture or are you capturing HDV and then downconverting when burning the SD DVD?

Tilo,
Looking forward to the results of your troubleshooting.
Besides all the question details that we have been exchanging, please include anything else in your workflow that may not have been included in the questions up to now. I suspect that we have the essentials, but best not to take anything for granted.
Thanks.

To Chuck Engels - I burned to a standard DVD and play it on a disk player connected to a TV. Didn’t try playing on PC. This is my first attempt at capturing video and using Elements 7. Don’t know what you mean my “downconverting to SD.” Many thanks for helping.
To ATR – capture in HDVSplit works. You have solved my problem. Thank you very much.

Tilo, First I am glad that HDVSplit has solved the problem, it is recommended often for capturing HDV especially with the HV30.
The HV30 (and HV20 as well) have the ability to down convert on capture. There are settings in the camera menu that will allow the camera to convert the video from HDV to SD as it is captured into a standard definition Premiere Elements project.
Premiere Elements does not do the best job in down converting from HDV to SD, so it is usually recommended to let the camera do the conversion work. If you have some time to test it out I would think that capturing SD video from your HV30 into a SD project will provide better quality results as well as audio that is in sync.
Here are some instructions on setting the HV30 to downconvert to SD during capture. http://muvipix.com/phpBB3/viewtopic.php?p=23619#p23619

Tilo,
I am so pleased that you can now move forward with your project(s).
Most of all, thanks for reporting the outcome. As I mentioned, the problem that you described is frequently seen online (whether the person is using Premiere Elements or brand x). Nothing worse than a dangling thread. So, you have made a good contribution to the video editing community with your feedback information.
Please do not hesitate to ask the smallest or biggest questions as you move forward in your projects. But, please post your Premiere Elements questions in this forum so that they do not get mixed up with the Photoshop Elements questions in the other forums here.
Good job. Keep up the good work.
