I want to do some templates of 4x4 to do a collage is it possible to size the rounded rectangle tool?

I would suggest you make a 4x4 document, then fill it with the rounded rectangle, then save that as your template - just open it and drag the shape layer to the other document.
As long as the resolutions match, it will come across as the correct size.

You can also set the tool itself to create a shape exactly in the dimensions you like.
Choose the rounded rectangle tool.
In the options bar, click the small menu arrow next to the picture of the shape. (When you point to it, it says "Geometry Options"
Under the area of Fixed Size, type in 4in for W(idth), then tab to the H(eight) and enter 4in. When you click in your document, the shape is automatically set to that size.
Just remember to change it back to "Unconstrained" when you are done with your project or you'll drive yourself crazy trying to figure out why you can't make the shape any old size any more... (been there, done that! :o:D)
