I am planning on purchasing an iStock photo for the first time to use as a background for a 12x12 layout. I noticed that the images that I am looking at are not 12x12 inches and I was wondering how you guys would tackle this - buy the largest one and Ctrl+T it to fit or is their an automatic command that will resize to fill my background layer adequately without losing quality? Thanks!

Buy the largest, then drag the pic from the palette bin to your photo. This will create a frame layer which will allow transforming while retaining quality. When you are done can simplify the layer to do more with it. An alternative is to use enlarging programs, but the good ones cost money and the method of using a frame layer should suffice for your needs.
